ELO Information
Enveloppe Logistique Obligatoire (ELO)
Update: ELO Obligation Postponed
The French customs authorities have announced that the mandatory introduction of the Enveloppe Logistique Obligatoire (ELO), originally planned for 1 September 2025, has been postponed.
🔍 What does this mean for you?
- The ELO will not become mandatory on 1 September 2025 as originally planned.
- The current voluntary phase remains in place – companies can continue testing and using the system.
- A new enforcement date is expected to be announced in September 2025.
- The mandatory use of ELO is now expected in October.
🛠️ Reason for the postponement
French authorities want to give all parties – especially small carriers and freight forwarders – more time to prepare technically and organizationally.
✅ What you should do now
- Using the ELO is still voluntary, but we strongly recommend early adoption.
- Take this time to test and integrate ELO into your workflows.
- lkwfaehrenbuchen.de will keep you updated as soon as the new mandatory date is officially announced.
🧾 What is the ELO?
The Enveloppe Logistique Obligatoire (ELO) is a new digital customs system for transports between the UK and France.
Similar to the UK’s GMR system, it ensures all customs formalities are completed before the vehicle arrives at the port.
💡 Goal: To simplify and speed up border crossings by combining all customs data in a single barcode.
🔄 How does the ELO work?
- Before departure
- The transport company appoints an ELO manager.
- This person registers on the Prodouane French customs portal.
- All relevant customs data is uploaded.
👉 The driver receives an ELO barcode in addition to the GMR.
- At the port
- The driver presents both the GMR and ELO barcode at check-in.
- The vehicle is linked to the submitted customs data.
- During the crossing
- An automated risk analysis is performed.
- Onboard (ferry/shuttle), the driver can see the customs status on screens.
- Upon arrival
- Vehicles are directed to one of two lanes:
✅ Green lane = no checks, proceed
⚠️ Orange lane = customs check required
📅 ELO Timeline
- From 28 April 2025: voluntary use begins
- Mandatory use: postponed – new date expected in Autumn 2025
❗ Key Information
- A valid ELO is required for customs clearance.
- Incomplete or incorrect data can cause delays and penalties.
- The ELO will become mandatory for all UK-France freight transports.
